Corporate Objectives 

The Learning Trust’s Agenda 2005-08

Vision


To be one of the most effective education services in the country by delivering better outcomes for every child and learner in Hackney.

Aims

In line with the wider national agenda, as set out in Every Child Matters – Next Steps and the DfES’s Five Year Strategy and, in response, Hackney’s developing Children, Young People and Families Strategy, The Learning Trust is adopting the five children’s services themes as the focus for bringing about improved opportunity and outcomes for learners in the borough.

This means that The Learning Trust will focus on:

A. Being healthy: supporting schools and other settings in providing and encouraging opportunities for learners to enjoy good physical and mental health and to live healthy lifestyles

B. Staying safe: action to protect children from harm and neglect

C. Enjoying and achieving: raising achievement in schools and other settings and providing a wide range of opportunities for learners to learn

D. Making a positive contribution: encouraging young people to become involved in their school or learning community; and not to engage in anti-social or offending behavior

E. Economic well-being: ensuring that learners are enabled to reach their full potential in life

The Learning Trust is contracted to the Council for the delivery of education services in the borough. As a consequence, it is also appropriate that the Trust adopts an additional aim:

Areas for Action: Objectives, Targets and Key Activities

To take forward this challenging agenda, The Learning Trust sets out a number of areas for action. These areas for action are reflected in the detailed objectives, targets and key activities that are set out in Annex A. In headline terms, these areas for action include:

A. Being Healthy: enjoying good physical and mental health and living a healthy lifestyle

Objective 1 To enable all schools to meet the National Healthy Schools Standard (NHSS) by March 2008 and to develop a wide range of sporting activities available to schools and young people in Hackney.
Objective 2 Children with medical needs are fully included in Hackney schools and have access to support to ensure their safety throughout the school day.
Objective 3 In liaison with local agencies and NHS, to develop provision available to schools for pupils with mental health difficulties, so increasing effective educational placement.

B. Staying safe: being protected from harm and neglect

Objective 4 Narrow the gap in educational achievement between looked-after children (children in public care) and that of their peers, and improve their educational support and the stability of their lives.
Objective 5 To protect all children at risk of significant harm by maintaining sound child protection systems and by ensuring efficient and effective joined up work between schools,central education service, children’s social work, health, policy and other agencies.
Objective 6 To teach children to be aware of safety and staying safe.

C. Enjoying and Achieving

Objective 7 To ensure that all schools and other education settings are judged against appropriate inspection frameworks to be satisfactory or better with an increased proportion of good/very good.
Objective 8 To ensure that all families resident in Hackney have access to a good school or education setting by increasing provision according to need.
Objective 9 To raise achievement in education 0-19.
Objective 10 To raise the achievement of minority ethnic pupils in particular Caribbean and Turkish speaking, thus reducing the gap.
Objective 11 To support all staff and Governors continuing professional development (CPD) in order to raise achievement in schools and settings.
Objective 12 To improve the levels of school attendance so that by 2008, absence is in line with national targets.
Objective 13 To develop provision in Hackney for pupils with Special Educational Needs, learning difficulties and disabilities and to remove barriers to achievement.
Objective 14 To increase the number of young people who progress to further education, training or employment.
Objective 15 To promote good behaviour and reduce exclusions in Hackney schools and increase effective educational placements of Hackney pupils with behavioural difficulties in Hackney provision

D. Making a positive contribution: being involved in the community and society and not engaging in anti-social or offending behaviour

Objective 16 Objective 16 To work in partnership to raise achievement in all early years and childcare settings in Hackney.
Objective 17 To work with schools to remove inequalities between racial groups in levels of achievement and progress.
Objective 18 To improve, intervene in and influence schools and other settings to reduce the fear of crime and young people at risk of crime.
Objective 19 To promote pupil participation in all education settings, engaging children and young people in dialogue, conflict resolution, negotiation and compromise and important life skills for developing citizenship.
Objective 20 To develop extended and out-of-school hours curriculum.

E. Economic well-being: not being prevented by economic disadvantage from achieving their full potential in life

Objective 21 To contribute to reducing the proportion of children living in households where no-one is working by increasing the stock and take-up of formal childcare by lower-income families.
Objective 22 To increase the number of adults with the skills required for employability and progression to higher levels of training.
Objective 23 To ensure that adult learners in Hackney have local access to appropriate and relevant Adult Community Education.
Objective 24 To improve family learning opportunities across the borough by increasing the number of providers by 20% and developing tutorial support for adults in Family Learning Centres.


F. Service delivery: enabling efficient and effective provision of education services

Objective 25 Secure service improvement when measured by:
• Self-evaluation and national external inspection frameworks
• School self-management
Objective 26 To deliver service improvement through staff development by achieving Investors in People.
Objective 27 To recruit and retain teaching and support staff and provide them with high quality professional development.
Objective 28 To optimise the financial resources for education to support its objectives and develop a fair and sustainable funding methodology for schools in line with their development plans.

E. Service delivery: enabling efficient and effective provision of education services

Objective 29 To improve the physical assets and capital resource of schools and other settings.
Objective 30 To develop the IT infrastructure in schools and the Trust to ensure that it meets business and learning needs.
Objective 31 To raise the profile of education services in Hackney through effective stakeholder engagement; and marketing and communications.
Objective 32 To ensure that the Trust meets statutory requirements and good practice in supporting diversity and equal opportunities.
