Asset Management

The Asset Management Plan (AMP) provides a system that prioritises works to schools and reflects relative importance against agreed and unambiguous criteria.  These criteria equally apply to the council, Trust and school level to ensure that limited resources are fairly directed towards the most urgent needs.

Needs are assessed in respect of Condition, Suitability and Sufficiency and are determined by regular (3 yearly) surveys commissioned by the Learning Trust.  The surveys identify urgent and essential capital works to schools and form the basis for preparing the Statement of Priorities and capital investment.

The Asset Management team works in partnership with schools and dioceses to implement an effective Asset Management Plan (AMP). There is also close collaboration with project managers in delivery of the capital programme.

The Learning Trust AMP team comprises:

Ginevra Davis – Senior Capital Programme Manager/Principal Development Officer

Andres Shoman – Asset Management Officer

Jeanette Stubbs – Asset Management Officer

Capital works to schools are prioritised through the statutory Asset Management Plan (AMP), special government programmes and initiatives and aim to meet the strategic objectives of the Children and Young People’s plan.


The Council and the Trust will consider the following priorities when formulating the Programme of capital works:

a)      Urgent work that will prevent immediate closure of the premises and/or address an immediate risk to the health and safety of occupants and remedy a serious breach of legislation

b)      Essential work that will prevent serious deterioration of the fabric os services and/or address a medium risk to the health and safety of occupants and/or remedy a less serious breach of legislation.

c)       High risk “A” Health and safety suitability items

Schools should use these AMP based criteria when deciding upon the allocation of delegated repair budgets and devolved formula capital allocations.
